SB 301, as it passed the Senate, required the State Air Resources Board (state board) to establish the Zero-Emission Aftermarket Conversion Project (ZACP) by allocating no less than a total of $2,000,000 annually from the Clean Vehicle Rebate Project or any other clean vehicle rebate program, as described, or other state or federal funding sources to provide an applicant who is a California resident with a rebate for an eligible vehicle that has been converted into a zero-emission vehicle. SB 301, as it passed the Senate, required the state board to establish guidelines for the ZACP, as specified, including requiring a visual safety inspection, and, if any of the moneys allocated from the Air Quality Improvement Program for a fiscal year for this purpose were not expended by the end of the subsequent fiscal year, authorized those moneys to be retained for the ZACP, repaid to the program they were transferred from, or made available for other zero-emission vehicle rebate programs.
The Assembly amendments remove the provision allocating $2,000,000 annually from the Clean Vehicle Rebate Project or any other clean vehicle rebate program for purposes of the bill and instead require the state board to establish the ZACP, upon appropriation by the Legislature, at the discretion of the state board, using moneys available from another clean transportation program. The Assembly amendments delete the requirements regarding the uses of unexpended moneys allocated from the Air Quality Improvement Program for the purposes of the bill. The Assembly amendments require the state board’s guidelines to require that an eligible zero-emission vehicle have completed an inspection of safety systems and components by a licensee of the Bureau of Automotive Repair, as provided, rather than a visual safety inspection.
